The All-Ukrainian Association of International Employment Companiesis a Ukrainian-based NGO established in 2016 to promote transparent, safe, and fair international labor mobility from and to Ukraine. The Association embraces private recruitment companies, experts, scholars, and policymakers to develop and improve the legal and institutional framework for international employment and labor migration.
Its key mission is to advance fair recruitment standards, ensure legal protection of labor migrants, and promote best international practices in labor market governance. Acting as both a legislative expert body and a public dialogue platform, the Association brings together civil society, academia, business, and government to address pressing challenges in the international employment market.

A prominent Ukrainian public figure, migration policy expert, and social activist. He serves as the President of the All-Ukrainian Association of International Emplyment Companies, an organization uniting private recruitment agencies and advocating for transparent, safe, and legal employment of Ukrainians abroad. He is also the Head of the Migration and Employment Committee at the Polish-Ukrainian Chamber of Commerce and a member of the Expert Council of the National Institute for Strategic Studies on migration issues.
Mr. Voskoboynyk holds a degree in Management and Economics from the International Institute of Management, Business and Law. His professional background includes leadership positions in the private sector, particularly in insurance and international recruitment. Since 2016, he has focused his career on developing migration policy and labor market reform.
Voskoboynyk co-authored several key legislative initiatives in Ukraine, including Draft Law No. 2365 “On the Protection of Labor Migrants and Combating Fraud in Employment Abroad” and Draft Law No. 10272 aimed at preventing the negative effects of mass labor migration. He actively participates in major international events such as the Baltic Business Forum in Świnoujście, the European Congress of Local Governments in Kraków, and the Economic Forum in Krynica-Zdrój, where he advocates for fair labor migration and reintegration policies.
He has organized and moderated numerous public discussions, including roundtables at the “Ukrinform” and “UNIAN” agencies, and contributed to campaigns countering fraudulent employment practices. Voskoboynyk’s engagement also extends to collaboration with international organizations such as the OSCE and the Friedrich Ebert Foundation on countering labor exploitation.
His expertise, public visibility, and strong partner network make him one of Ukraine’s leading voices in shaping modern labor migration policy and protecting migrant workers’ rights.
