Experts, policymakers and stakeholders discuss migration challenges, labor market transformation and post-war recovery within the EU-funded TRAM4DW project

On March 19, 2026, Kyiv hosted a round table entitled “Migration Policy in the System of National Economic Security,” organised by Mariupol State University (KYIV) in cooperation with the All-Ukrainian Association of International Employment Companies. The event was held within the framework of the EU-funded Erasmus+ project “Transnational Migrant Counselling for Decent Work” (TRAM4DW) and brought together representatives of public authorities, local government, academia, business, civil society and international partners.

The discussion focused on the growing role of migration policy as a key factor in shaping Ukraine’s economic resilience. In the context of ongoing war and future reconstruction, participants emphasised that migration is no longer solely a social issue, but a strategic component of national economic security, directly affecting labor markets, demographic trends and long-term development.

Particular attention was paid to the challenges of the wartime and post-war period. Among the most pressing issues discussed was the need to develop a new model of economic growth, ensure decent working conditions, create effective mechanisms for the return of Ukrainian citizens, and strengthen Ukraine’s integration into global migration processes. Participants also highlighted the importance of building a safe and non-discriminatory working environment and increasing awareness among migrants about their rights and opportunities.

A key outcome of the event was the launch of the Migration Counseling Hub – “Center for Migration Communications.” The hub is being established within the TRAM4DW project as part of a broader European network of transnational migrant counselling. It is designed to provide accessible information and advisory support for migrants, promote decent work standards, and contribute to the development of evidence-based migration policy in Ukraine.

Throughout the discussion, speakers consistently stressed that human capital is Ukraine’s most valuable resource and a cornerstone of its recovery. It was noted that effective migration policy must be addressed urgently, even under wartime conditions, and should aim to create conditions that encourage people to remain in or return to Ukraine. At the same time, migration was viewed not only as a challenge, but also as an opportunity for economic development and international cooperation.

Insights from public institutions, business representatives and experts highlighted significant transformations in Ukraine’s labour market. Participants pointed to increasing structural labour shortages, growing competition for skilled workers, and a rising openness to foreign labour. They also emphasised the need to align education systems with labour market demands, invest in reskilling and lifelong learning, and develop inclusive employment policies that take into account veterans, internally displaced persons and older workers.

The discussion also underscored the importance of aligning Ukraine’s migration and labour policies with European standards. In this regard, the TRAM4DW project plays an important role by strengthening transnational cooperation, promoting decent work principles and developing practical tools for policymakers, businesses and civil society organisations. The project’s results are expected to be integrated into training materials, policy recommendations and advisory services, ensuring long-term impact beyond its duration.

Overall, the round table demonstrated a strong consensus on the need for a coordinated and forward-looking approach to migration policy in Ukraine. Participants agreed that addressing migration challenges requires systemic solutions, cross-sectoral cooperation and a clear focus on human-centred development. The outcomes of the discussion will contribute to the further development of the Migration Communication Hub and support ongoing efforts to strengthen Ukraine’s economic security and labor market resilience.
